Abstract

.The study aims to develop a proposed vision to activate and enhance the role of libraries at South Valley University in Qena to provide services in light of crises, based on the field approach. Not enough) and difficulties in facing the crisis due to the lack of capabilities within the library and the lack of technological needs in it, as well as the absence of careful planning for managing crises and risks and the lack of the necessary means to confront them, as well as the lack of human competencies, and the lack of concerted efforts of the library workers, which leads to the absence of an application of effective management to avoid crises risks, and the absence of effective management necessary to deal with crises. The researcher recommended the need to provide material, human and technological capabilities and equipment for university libraries in Qena, prepare written and documented policies and plans to manage and confront crises and risks in university libraries in Qena, and form crisis management teams in university libraries in Qena.
