Muhammad Mahmoud formed the third cabinet on April 23, 1938 AD, but Muhammad Mahmoud was forced to involve the Saadia Authority and sacrifice some members of his party so that his ministry would not weaken. Muhammad Mahmoud continued his policy of caring for safe drinking water and adopting the project of independent units for treatment. Muhammad Mahmoud also took an interest in spreading health education and establishing health offices. The third ministry resigned on June 24, 1938.
